Flagstaff Police Chief Dan Musselman has been put on administrative leave in connection with the investigation into prostitution at massage parlors in Flagstaff. The City of Flagstaff tells KAFF News, the decision “is a non-disciplinary action taken at the direction of the City Manager.” The city goes on to say they are “arranging for an outside consultant to review the protocol and procedures that were followed during the undercover operation on prostitution at massage parlors three years ago.” They add, “the purpose of the review is to determine what policies and methodologies could be used, as best practices, in future operations should they occur. The review is not being conducted as an investigation of individual officers involved in this particular operation.” Back in 2019, the investigation began under then Flagstaff Police Chief Kevin Treadway, however Musselman was deputy police chief at the time. He has been on leave since Monday. Flagstaff Deputy Chief of Operations Scott Mansfield has been named interim police chief during Musselman’s absence.
